Whereas Alerter is always able to dispatch internal messages, a User has to
logon to IES to receive such a message. On the other hand, e-mail and SMS
messages can reach a User anywhere, even when the User is not logged on to IES,
and this is a very useful option. Alerter Dispatcher is able to dispatch
the e-mail and SMS messages: that's what it is and that's what it does.
